Greetings sir Ugleb.
I have nothing but the utmost respect for you, the Ushra'Khan, and all your members. I too feel that RP has been abandoned in many respects; most notably in the ability to make meaningful changes to the storyline.
I know it seems we cannot affect the storyline of Eve, but nothing keeps us from affecting other players game experience but ourselves. Just ask the folks that suicide-kill the freighters even in hi security space if they are remembered or talked about. If we really *wanted* to we could make a difference in spite of all the changes that seem to want to exclude anyone that doesn't follow CCP's plan.
I don't mean to hijack this thread but I do think it's relevant, and an answer or sorts to your question. If you want to affect EVE, then affect the people who play it. You won't affect the empire storyline by functioning in 0.0 because it's easier to make isk. You won't affect what a NPC empire does by attacking a PC alliance that doesn't even live in that empire. I know the game mechanics push you this way because it makes everything easier when you have a better supply of isk, but noone will remember how fat your wallet was in 3 years time, but people still speak of the exploits of the Peoples Front of Minmatar [TPFM] all these years later. I remember when their mere presence in a system would cause everything to come to a screeching halt, but these are stories for another time...
If you're willing to fly tech 1 ships with tech 1 gear, and be broke, and fight hard, and die a lot, but take a few with you now and then. You might just plant your cause firmly in the memories of the pilots you run across. Some would think you noble, others would think you terrorists, and yet others would just stare and scratch their heads in wonder. The real point is that people would talk about you and remember both you and your cause. That is the victory. That's the beginning of the difference that can be made. If the players become interested enough, then perhaps CCP would take notice. Even if they didn't you've still made an impact on Eve.
If you are a small alliance ( in comparison to the Amarr Empire ) and you want to fight them to free your enslaved brothers and sisters, then investing in an infrastructure in 0.0 space is counter-productive. Traveling light, buying or bringing only what you need for the short term. Fly cheap and depend heavily on insurance. Having stockpiles scattered throughout the enemies empire. Operating under their nose within their space. No large base, no big target that can be destroyed or blockaded by the much larger forces of your enemy. Consider the admittedly trite phrase that anyone who is not part of the solution is part of the problem. Perhaps some apathetic Matari might just be your enemies or possibly even some sympathetic Amarrians might be your friends. The more RP you encourage from typically non-RP folk, the better you are doing.
But most of all you must be willing to make your game experience something other than what it is. You will die often. Train more slowly because you implants will be a luxury you could not afford. You will fight enemies that both outnumber you and fly superior ships. You will be broke most of the time and earning isk (without a neutral alt to do it for you ) will be a difficult task at best.
I have pitched this idea before. I've found no one to be interested. Not a single person. Out of desperation I even contacted some old members of The People's Front of Minmatar and the ones I could get a hold of had moved on to more practical pursuits. I've taken up residence in low security Amarr space. I've built a decent market there, stocked with the more affordable but still effective tools of war in the hopes that some enterprising freedom fighters might find it useful.
I never wanted to lead. Perhaps people can sense that and that is part of why no one wanted to follow. Or perhaps I've gone mad and they can sense that. Either way I wait for an opportunity to help the cause. I doubt CCP will ever implement anything that will directly enable us to do so. So far they haven't limited us completely from affecting the game experience of other players, and I hope I get the chance to do just that... at least one more time...
